How to fence stolen items in starfield, or the trick to turning the stolen goods in your inventory into legitimate goods for sale in polite interstellar society

Who buys stolen items in the starfield universe?
Any in-person Trade Authority vendor will gladly purchase your ill-gotten (i.e., stolen, for those of you who went to public school) goods; same goes for most any of the vendors doing business on the Crimson Fleet space station The Key in the Kryx system. However, no legitimate vendor in the Settled Systems will purchase anything with a red icon next to its name, indicating that they are stolen.
I'll tell ya what ya gotta do...
Turn those Trade Authority wimps into your patsies, see? Starfield vendors have an interesting characteristic. You can buy back any items for the same price you paid to undo any unintended sales of goods. In the Vendor>Buy main screen, just scroll down to the bottom of the list of categories to find the Buy Back category at the end of the list. If you proceed to re-purchase (for no net loss of credits) any stolen items that you might want to resell to a legitimate vendor, they will appear a legitimate, unstolen items in your personal inventory after you buy them back from the Trade Authority vendor.
